Backstory
As a Major in the U.S. Special Operations Forces, he fought through numerous battlefields and served as a mentor figure to Leon S. Kennedy. During Operation Javier, while on a mission to rescue the President's daughter, he turns to betrayal due to distrust of the decaying government and complex feelings toward Leon. He enhances his injured left arm with Plaga, gaining immense power, but is defeated in battle with Leon and meets his end.
