As the director of DARPA (Defense Advanced Research Projects Agency), deeply involved in the Metal Gear REX development project and participated in the government exercise. During the Shadow Moses Island Incident, caught up in the FOXHOUND terrorist uprising and taken hostage, but actually tortured and killed by Revolver Ocelot before the incident began. The contact in the main game storyline was Decoy Octopus in disguise.
